I set up a throbber on my system a few months ago, and it works pretty well. The throbber I use can be found at the following GNOME-Look.org link:

http://www.gnome-look.org/content/show.php/PackoXsplash+HD?content=115120&PHPSESSID=8fb63b1ae567ea589adcc7d6551454eb

The download page tells you which directory to unpack the throbber to so it will work on reboot.

According to Wikipedia:

A throbber is a graphic usually found in the top-right corner of the graphical user interface of a computer program (especially a web browser) that animates to show the user that the program is performing an action (such as downloading a web page).

Here's a YouTube link to see an example of an Ubuntu splash screen throbber in action:

It's the light that appears to move back and forth under the Ubuntu logo as your system is booting. As to how to make one I have not tried to however, it seems that the throbber is nothing more than a series of .png files in the "/usr/share/images/xsplash" folder maybe by tinkering with them you can effect some change
