As an alternative you could try Bluefish. A few others are mentioned in this (http://ubuntuforums.org/showthread.php?t=430940) archive.

although my choice is a bit heavy but if you go for server side programming do check eclipse with WTP plugin.


besides that if you only want html pages my best bet is quanta plus.
