pretend your a user, you decide to install a new theme, you find this and dont have a clue what to do, there are no instructions.
so you download this theme then find in the menu, system-preferences-appearance. You find a tab with themes and a button to install new themes, BUT, it wont install as this is not a theme package and you are completely bolixed without a clue. It is a theme package but it is not a theme package.
Now do you see how tough it can be for people to use linux? So now you have to troll the web and forums to glean insight into what should have been much simpler.
