Hello--

I need a set of foot pedals that can be set to send keystrokes. Do such devices exist? Where should I look?

How dynamic or complicated do the keystrokes need to be? Have you considered buying an old keyboard or two and doing some hacking?

You could buy a cheap steering wheel race set

And then assign a bash script to a keystroke. Most cheap pedals will work ok, just dont use them for racing, they dont work that well :)

For instance, assigning one pedal to F1 and the other to F2. I don't have any hardhack skills, alas.

I'm looking for something like the kind of pedalboards they sell for transcription systems, but without any proprietary protocol thing. I have no idea what's out there.

You could get a MIDI foot pedal, such as the Behringer FCB1010, and run software to trigger keystrokes with MIDI.
