The installer failed to install the GRUB boot loader near the end of installing Ubuntu. Should I attempt to reinstall the GRUB, or go to the next step (Installing the LILO boot loader)?

I am partial/biased towards GRUB so I would re-install grub. You did not mention which Ubuntu version you are using. Version until Jaunty use GRUB-legacy and Karmic now uses GRUB2. A quick search yields
