Go to http://www.gnome-look.org

Find a GTK, Metacity, or icon theme.

Download it. Do not extract it or right-click it or enter any terminal commands.

Go to System > Preferences > Appearance

Take the .tar.gz file as is and drag it to the Appearance window

Can you link to the theme? It may not be a valid theme. It may be a theme pack or something else differently packaged.

1)Do you have the gtk engine installed?
2)Themes sometimes come zipped or in rar. You'll have to extract them first to get to the tar package.Otherwise you won't be able to install them.

Is it possible the OP's using wubi, and would that make a difference?

Jeepers, aysiu, I was fumbling around with a couple of themes just yesterday. I extracted, and went down various false avenues until finally dragging and dropping the extracted folders into some part of the Appearances folders. It worked. I had no idea it was as deceptively simple as what you describe!

i don't think it would.
i think the package is not a tar.gz. but he/she refuses to give the link
