is there step by step instructions in installing moblock?
i tried installing from terminal and from synaptic but i cant find it.

Moblock is available through Launchpad.net https://launchpad.net/~jre-phoenix/+archive/ppa.
Just add the ppa repository in software sources under the other software tab and it will be available in synaptic. If you want more info on Moblock check out http://moblock-deb.sourceforge.net/.

alrighty i got it
but how do u get rid of the moblock icon at the icon tray.

That is the mobloquer icon (so it is from the GUI). It will disappear if you stop mobloquer (the daemon moblock will continue to work in that case). AFAIK you can't run mobloquer without the icon, butI am not sure about that.
