From what i understand i can run Dban from a cd, wipe my laptop harddrive, then pop in ubuntu cd, and fresh install of ubuntu right?

I don't know what Dban is, by your description you would use it only to wipe the hdd. You can do the same with ubuntu cd. During install, either manually, or it has guided option called Use Whole Disk or similar. That will reformat all disk for use with ubuntu, in effect wiping it.

Cool thanks, and I'm pretty sure I've seen it, but I could use some application and run windows programs right?

Yea, kind of like how bootcamp runs for macs.

Yes, in wine. But be warned, not everything works. In fact, it's quite limited list. Their website is:

And you can click on AppDB to check if the applications you need are supported.

If you depend on specific windows app, or lots of them, dual booting ubuntu with windows is much better solution. In fact I am dual booting myself just because few apps I need in windows have no way of working in linux, and there are no equivalent apps.
