I am behind a proxy of our institute but I have configured and logged into root. When I ran apt-get install scilab I get the error message "Failed to fetch http://in.archive.ubuntu.com/ubuntu/pool/universe/s/sivp/sivp_0.5.0-1ubuntu2_i386.deb 407 Proxy Authentication Required";)
