Hm... Weird

To do the same, type "services" into the search bar and press enter. Find windows update, and set to disabled and then stop it. Now open the windows update screen, and you should see it.

Many programs are free if you have a verified set up for example.

They are also re-releasing the DVD/ISO to thumb for W7 that was pulled down for a couple of days, due to possible open source code.
