Getting a connection timeout only from certain connections

Hi,

I have a really weird problem. I can access my webpage locally without problem. Externally, some friends can see it, but others can't. The ones that can't say they get a connection time out after about a minute of waiting.

I dont get any error messages in the logs.

I am running 9.04 ubuntu desktop with Apache 2.2 and mySql installed

I have a dyndns set up. The domain is coloradocolin.doesntexist.org

I am not sure what you would need from me to help, but was wondering if anyone had run across this problem before and what the solution might be.

Here is a little more info. The folks that cant see the site are on the same ISP. I found a thread about setting up ARP, but cant find any info on how I would need to set that up. That thread is here: http://ubuntuforums.org/showthread.php?p=4901403

Anybody out there know about that? I checked out the help in the terminal but its over my head.
