I burned a cd with the new Ubuntu ISO file that I download (as instructed). Restarted my laptop (even changed the boot order) and the optical drive makes the sound like it's reading something but doesn't in the end.

Why won't my laptop read the ISO file?

I have an HP Pavilion dv9500 with Windows 7 on my main hard drive, but I have a 2nd hard drive installed that I'd like to dedicate to Linux.

Thanks in advance.

Can you try burning another CD, at low speed, not more than 8x. See if that helps.
Alternatively you can also boot with usb stick.
A second hdd in a laptop? Are you planning to switch hdds all the time?
