I searched around but I can't figure out how to connect to my school's "share out" folder. Do I need to do this with samba? is it complicated? All I can seem to find is how to set up a network using samba but I can't find how to access a windows network.

I highly doubt your school is 'sharing out' a network folder over the internet with no filtering/firewall protection. You would most likely have to connect to a VPN prior to attempting to establish this connection, are you doing this? If so, are you connecting to other internal resources to make sure the VPN is actually working correctly?

"share out" is just the name of the driver.
the instructions from my schools website say :" These shared
drives can be accessed remotely (via the use of a WebDAV client)"
In windows its really easy with the My Network Places.
I really want to be able to access with Ubuntu though,
