How can one add a new user?

After a search for this problem, I didn't find anything relevant since 9.10 came out.

The sign-in screen indicates that more than one user can be created in Remix, but Add User / Group is not available (visible), so how can we add a new user through the desktop?

Hi, was looking for the same thing but eventualy did it using the Terminal, In the link is shown how. Do use the second option as the first does not create a home folder which is required to logon succesful

I had tried useradd and it failed (probably user error), but adduser worked.

I think it is a mistake to leave out the GUI way of adding users with Remix. This was just one of the reasons I need to replace the original OS on this netbook, in the first place, but it is an important one!
