Is it easy to convert Windows XP SP3 over to Ubuntu? If so, how do you do it?

There isn't really a way to "convert" XP to Ubuntu. They are two completely different operating systems. I would suggest trying Ubuntu first, either on the LiveCD or installing it with Wubi.
The LiveCD is basically the whole OS on a CD that your computer uses as a temporary hard-drive when you start up. This way your existing data isn't touched, simply remove the CD and reboot and you are back in Windows. It is difficult to save data or settings this way though.
Wubi installs Ubuntu as a program on Windows. This way you don't have to move partitions or anything.
I would say try the LiveCD (bare in mind, the LiveCD is slow to load because it is loading from a CD) then Wubi if you like the LiveCD.
The LiveCD is the normal iso found on ubuntu.com
