I heard that the ubuntu servers are sometimes overloaded because of the number of users downloading from it.
so why don't we expand on the current apt-p2p framework so that it is used by default. If the apt-p2p framework can't find any peers after a certain amount of time, it can then switch over to another server. This way, we can use less server resources.
