The help on this is clear:
Upgrading Using the Alternate CD/DVD

Use this method if the system being upgraded is not connected to the Internet.

Download and burn the alternate installation CD.
Insert it into your CD-ROM drive.
A dialog will be displayed offering you the opportunity to upgrade using that CD.
Follow the on-screen instructions.

If the upgrade dialog is not displayed for any reason, you may also run the following command using Alt+F2:
gksu "sh /cdrom/cdromupgrade"Or in Kubuntu run the following command using Alt+F2:
kdesu "sh /cdrom/cdromupgrade"

I tried it from 9.04 to 9.10:
PROBLEM:
I missed the dialog on point 4 [skipped it]
I made sure my Jaunty is updated except for a few minor recommended updates.
Now I cannot get Ubuntu to display no 3 again.
Not even with "gksu "sh /cdrom/cdromupgrade"
It sometimes asks me for the password - mostly not.
Then it all disappear - leaving me with my desktop with nothing open.

[To upgrade from web is an option - but it is going to cost to much on downloading again.]
Please help!

Wish:

I wish that we could have an option to upgrade an existing Linux installation
when booting from the DVD...
