After I ran `do-release-upgrade`, libc6 failed to install so I tried to fix it via apt-get and it hasn't worked. I do not want to reboot untill I know that it will safely come back up.

EDIT:
I had a power outage and the installation did not come back up, so I am going to reinstall 9.04
