9.10 seahorse plugin missing

i installed 9.10 but it doesn't seem to come with seahorse's plugin for seahorse's pgp keys for a rick click encrypt and sign on files

it seems logical that this two things would come with each other since plugin is ~200kb, but that didn't happen

any idea why it inst shipped with it?

i have confirmed this with another person, so any ideas why its not there?
