Installing tarball without internet? Transfering program from ubuntu to other ubuntu?

My friend just got done installing 9.10. Other's have posted topics on this with no results. We've been working on it for a while. We are planning on installing wicd network manager to replace the one that comes with it wich will hopefully help fix the problem. So basically I need to know if I can install a tarbal of wicd or if I can somehow transfer my installed wicd program to his computer.
