I have a friend in need of a reformat. He has long lost his Windows XP CD, so I decided to liberate him with Ubuntu. I'm impatient and want to do it tonight. There's certainly no point in installing 9.04, but if I install 9.10, then run the updates tomorrow (or the next day), will it be the exact same thing as the actual final release of 9.10?

For sure if you use the release candidate (RC) and take all the updates -- remember the distribution is currently frozen but should be available for download 1600UTC tomorrow.
EDIT -- seems the simple answer is best -- at least it's first!! :D
