That drop down field is for setting the size of the disk that Wubi will make for Ubuntu.

By the looks of it, you have 34 gig spare on your hard drive, you have to decide how much of that you give to Ubuntu.

how much hard drive space do you want to devote to ubuntu?

if you want to boot once or twice and click around to test drive, 3gb is fine.

if you want to use it daily, i suggest 15gb as the minimum.

This means the amount of disk space that can be used by Ubuntu. The more you select - the more Ubuntu will have, the less Windows will have left, and vice versa.
