Not sure, I'm english is not my native language, but I would guess "ten power minus nine".

Its an exponential expression. 10 is the base -9 the exponent. You'd say (in words) ten to the [power of] minus nine. If you say the expression the 'power of' is often left out.

I've noticed people in the UK tend to say this for negative numbers, but I was always taught "ten to the negative nine".

10 to the power of minus 9.
