I would even be willing to help pay a competent developer to create a working app, such as this one, that can assist in creating themes so long as the resulting app is released under the GNU/GPL. I would also be willing to sit down with the dev(s) and help create the app. I can't code but I can contribute ideas, write the documentation and create any artwork needed.
