Redirect Internet gateway

I have an Internet Kiosk and I've used several kiosk management software, I even made my own. But now I know that the better way to do this, is a server app that redirects the gateway to a site that is hosted in the local server, then when a user is logged in, the internet access is available again for the client. I have already my own billing software, and this would replace the timing software on the clients.
I know that this is a networking question, but you guys know everything :)

Ok, so i think what you want is a way for your clients to login to be granted access to the internet? If thats the case then what you want is a proxy server:
