I'm sure it's been posted at LEAST once somewhere in here, but it's really hard for me to honestly have the patience to bother looking for it, and I'm sorry ahead of time :)

I downloaded and burned the image to a DVD, in which upon a reboot, it boots up nicely. My issue, however, is this.

Once it has loaded the Graphical Installer, I have my options, yadda yadda, right? I click install Ubuntu, however, it takes me to a black screen where I am asked to make commands as sudo, or admin/root user, and I doooonnn't think it's supposed to do this?

If I remember reading the install files correctly, I am supposed to get a welcome screen, it's supposed to have images, and such, am I correct?

A little help here? I can't get past what I would assume is a command prompt, or such...

Did you just try running LiveCD instead of installing Ubuntu? Try doing that and post any results.

I'm sorry, I should have noted I already tried this. The results were the same. I am again, taken to a screen that informs me of the build of Ubuntu, and then explains that if I need help to visit the help URL, and is set up a lot like a DOS screen would be.

I am completely stuck here, because it's not going like the install guide states it should go. Should I re-download the .iso and burn it again, at a slower speed like most these threads speak of?

I'm going to attempt a slower-burn speed with this, and will posts results. I am also re-downloading this build of Ubuntu, when my chrome messes up downloads they usually never properly download the second time, and I have to switch to Mozilla.

Are you saying that running ubuntu from disk works fine but install gives problems? Are you starting install from desktop icon or from boot option?

I can't get past the GraphicInstall screen. I try the LiveCD and it brings me to a black terminal, and I am given the information that I can make admin commands by typing sudo (for root), and such.

Same with when I try to install it directly upon loading.

So when you choose the option to run ubuntu without making any changes to your pc it never gets to ubuntu desktop?

Exactly, it goes through a "loading" prompt, but then it stops on a black screen that reminds me a lot like DOS :P

I Have no idea what to think, when I type sudo reboot, it says that it is shutting down the GNOME system (something close to that at least) and then pops open my CD tray so I can remove the disc.

What architecture is your processor and what is the filename of the ubuntu iso you downloaded?

If by Architecture, you mean build, it's an AMD. The filename I downloaded is ubuntu-9.04-desktop-i386

So your processor is 32 bit then. You might try downloading the cd, not dvd, alternate installer version from this page:
http://www.ubuntu.com/getubuntu/downloadmirrors#alternate

The text based alternate installer can be downloaded from the complete list of download locations below. This installation CD is suited for computers unable to run the graphical desktop based installation, either because their computer does not meet the minimum requirements for the live cd or because their computer requires configuration after the installation is complete in order to use the desktop.

Alright, I've even tried a slow-burn disc, to no avail, and took PICTURES to help :)

This happens when I boot as a LiveCD:

This happens when I try to install:

(The above was posted before reading your response, I'll give that a shot as well :) )

Looks like a bad optical drive.
