Dual Screen -one mouse -one touch?

I currently have two monitors. Their both 22" montors.
One is a thouchscreen, the other isn't.

is there a way of getting one monitor to be controlled by the touchscreen, and the other controlled by the mouse?

Yes. what happens when you plug everything in? If you want separate interaction from the 2 input devices look into mpx (multipointer Xorg).
