System Tray icons out of sync with Xubuntu panel background

I suspect that this is a bug pending attention, but I've made a couple of attempts to use a transparent panel background with Xubuntu. It's almost fine, but my bluetooth and network icons - I imagine the system tray contents - are out of sync, the panel background being tiled about 2 pixels lower. This seems so simple on the surface that I can't imagine someone hasn't solved it, given how far back posts seem to go regarding this in various places on the web.

I am somewhere between beginner and intermediate with the gtkrc-2.0 stuff so that can colour your reply.
