I'm using Ubuntu 9.4 and gnome 2.26 is there a way I can upgrade to gnome 2.28?

Ubuntu Jaunty will always stay on GNOME 2.26. You must upgrade to Ubuntu Karmic 9.10 to get gnome 2.28 (karmic will be released in about three weeks).
