shrinking panel height

I'm using kubuntu 9.04. I have a panel configured at the bottom of the screen. Strange thing is that the height of the panel seems to be shrinking
from day to day, until it is about half size. When I set it to my preferred
height, it starts slowly shrinking again (in the course of a few sessions)
Is this a known problem?

Odd. I had a similar issue except it was the width and not the height. I moved back to regular Ubuntu for now. Does anyone know why this happens? (the panel was locked too)
