What is the best desktop environment and programs for the educational segment. Public schools in general.

Definitely KDE.

I think the KDE Education project puts GNOME to shame. Give some of the applications a try though, you might decide you like TuxType more than KTouch or vice versa.

And I've never given EdUbuntu a shot but it looks pretty good:

Is Edubuntu still active? I was under the impression that development had stopped or the project had lost focus to the point of being stopped.
