I'm currently running Ubuntu Karmic Alpha 6 and I want to toy around with KDE 4.3. I like to install base packages and then build up from there.

So far I've installed,

kdebase kdebase-workspace-bin kwin

but for the life of me I can't seem to find the package that contains the "Control Panel" so I can change all of my desktop settings and such. If anyone can tell me what package it is I would be totally grateful.

you are probably better off installing the kde suite and then remove packages.

quite straightforward :

sudo apt-get install kubuntu-desktop

or see here: http://abz89.wordpress.com/2009/04/27/simple-how-to-install-kde-4x-on-ubuntu-904/

So I've checked out that website, and tried to install KControl, but it says the package is replaced by another with some weird name. I tried to install it, and still no "Control Panel"

This is the only thing I need to have a "usable" desktop, because as it stands I can't change any system settings...
