how can i update my gnome to 2.28. i can't find the commands line or the method to do that to my 9.04 ubuntu .

There is no command, and the answer is, you can't. Gnome 2.28 will be the DE of the upcoming release, karmic koala.

So you can't even do it in 8.04, which is LTS?

What about just updating certain components, like Evince? PDF annotation markup!

No, but you should be able to upgrade from 8.04 to 10.04 directly. Lucid Lynx will almost certainly have Gnome 2.28 as default.

You might be able to install the new Evince, provided the dependencies are similar.

I'm pretty sure Lucid will have GNOME 2.30, which will have GNOME-Shell, I will be ditching GNOME when GNOME shell comes out as default.

That is rather unlikely. Gnome 2.30 is also known as 3.0. It is planned as a major overhaul and supposed to be released sometime in the first half of 2010. This means, that depending on how things go, Gnome3 might or might not be ready by April. I am sure Ubuntu devs will test its pre-releases and decide whether to use 2.28 or 3.0 then. That said, based on the transition from KDE3 to KDE4, Gnome3 might not be ready for general use for another year or so.
