Hello guys. I'm running the latest Ubuntu that comes with GNOME. I was wondering if it is possible to also have KDE available on my system. I notice that their is a Ubuntu-KDE CD available. Can I install just the KDE system from that CD? or I have to download it from another location?

Just go to System -> Administration -> Synaptic Package Manager and check the package kubuntu-desktop. Once all of the packages are installed, you probably will have to restart your computer. On the log-in screen there should be a menu called sessions. Choose KDE or Kubuntu and log in. Choose Gnome to log-in to a Gnome desktop.

upon restart it will be given the option to open "gdm" gnome or "kdm" kde desktop.

You should be going for kde4-core unless you also want all the Kubuntu packages as well. In that case you would install kubuntu-desktop. Both in the repos.
