So I've finally noticed that ubuntu offers us to download 9.04 & 8.04 and they say 8.04 is a LTS version and supported till 2011. Does that mean in 2011 they'll come out with a new LTS?

It's it better to stick with one LTS until the next one? or upgrade over 6months?

Yes that's what it means. and to answer your second question that is a matter of choice. I myself went to 9.04 and will upgrade to 9.10 when it comes out.

10.04 will be LTS, although this could change to 10.10. This all depends on what they will do with/for Gnome 3.

You can always upgrade from LTS to LTS. Wheter or not you want to upgrade every 6 months is up to you and your requirements. For servers I would advise stay LTS. For desktop use, you could stay at LTS or upgrade every 6 months..
