Here are pictures of 4 types of sidebars I've been able to made on my notebook.

1: nice icons, nice apps list (with wide titles).
2: ugly large icons, nice apps list.
3: ugly large icons, bad apps list (with very short titles).
4: nice icons, bad apps list.

And the question is: how to make sidebar like on picture 1 in Ubuntu 9.04 (preferrably in GNOME)? Any suitable configurations or applications?

try the "quick-lounge-applet" to give you the small launchers for the top & bottom of the tasklist.->
sudo apt-get install quick-lounge-applet
http://quick-lounge.sourceforge.net/screenshots.html

i've never tried it but if you can put several quick-lounge-applet's you might can get that look.

edit: i take that back, just tried it and it's not as configurable as it looks.
