I have the 9.04 installed on a small desktop. I would like to place it in a public enviroment to allow customers to surf a little and get their web-based email. How do I prevent them from seeing the menu's or applications? just a link to the internet??

There is a kiosk mode in Ubuntu or Firefox one.

KDE has a kiosk function:

http://developer.kde.org/documentation/tutorials/kiosk/index.html

http://extragear.kde.org/apps/kiosktool/

Or you can turn Firefox into a kiosk mode by itself:

Good luck.

could you or someone assit me in the correct steps to download this and install?
I would install as root correct?
Or should I create a new user with the correct permissions to install it?
Also is it possible to assign a startup when the username password for the kdm kiosk to load only?

If you just need Firefox to be in Kiosk mode, there are instructions here:

http://userstyles.org/styles/11522

If you are having issues and you are having a hard time "getting it", or you are not very computer "savvy", then I recommend either leaning to do it yourself, or hiring a local computer shop or PC consultant to help you with this issue.

I believe that a local consultant that is Linux leaning will be your best solution.
