Can't add applications to the panel

Hey,

I am having a small problem adding application launchers to the panel. I can't drag and drop items from the menu and when I right click the panel all I get is "Help & About Panels". I think I remember clicking a "lock panel" box (or something to that effect) a few days ago but have been searching everywhere for it to change it back. If anyone can point me in the right direction it would be great.

Unlock your panel here:

system tools/configuration editor/apps/panel/global

Uncheck the box next to "Locked_down" in the right window. Then close the configuration editor.
