Bit confused!

Hi feel silly but have to ask. When learning web design, scripting and server side languages no one really discusses cms. After looking at a few suggestions from the forum I decided to have a closer look at concrete5.

Now the question is, as I am used to hand coding everything and have total control over all my code - can I still have the same control using css, php and javascript if I use a cms. Can I design my pages the same way while providing the end user/client with the ability to edit pages themselves?

I feel kind of lost so any advice from you guys would be very much appreciated.
