If I install ubuntu using the mini.iso and install whatever packages I want from there, will I still get the advantages of the improved boot times in the new ubuntu releases? Or are those changes made in packages not installed by the mini.iso?

it's the same boot. if you choose the cli install you'll just get the base, so it's up to you how it ends up.

it's the same ubuntu, there's no difference, what ever you install will be exactly like any other ubuntu version. the mini.iso is a net installer, the advantage is at the end of installation you don't have to upgrade.
