Softeware install not complete

I was installing Latex stuff and I canceled the install and accidentally clicked "continue anyway" on the option about not downloading everything. No for some reason my pannels in xfce don't load. everything else seems to.

How? I tried reinstalling the programs and the xfce desktop and it still does not load pannels.

i dont know much about xubuntu but can you login to another session with a different desktop environment and then run them from the terminal to install...

xubuntu is exactly the same as ubuntu for the most part.

I tried reinstalling all of xfce and nothing happens to solve the problem.

I can right click on the desktop and the menu appears like normal, just no panels. Even the background image appears.

Maybe I am missing some pakage to install? I did run the dpkg option in the recovery mode already.
