What exactly do you want?
To auto-hide the panel, just go to it's properties and select "Autohide" check box, in the "General" tab.
To enable transparency, go to panel's properties and select "Solid Color", in the "Background" tab. Choose your color and set the style according to the level of transparency you need.
If this is not what you need, give a more detailed explanation of your requirements.

I guess he means when you have got a transparent panel that is not expanded, the edges of the panel, which can also be hide buttons, won't be transparent, thus he wants them to be transparent as well.
