Trying to install a Theme on 8.04 LTE

How do install a theme? I'm trying to install a theme in Ubuntu 8.04, but by going to System>Administration>Login Window then going to the Local tab and trying add, I can't add the theme's that I've added.

Did you download a login theme, or are you trying to use one of the included ones?

I downloaded the file http://www.gnome-look.org/CONTENT/content-files/48213-Relaxing_Water-0.1.tar.bz2 and then tried to add it, but it didn't work.
