multiple panels on one edge

in Gnome I have two panels running across the top. the top one held menus, launchers, notification area and clock. then I had one directly under that which had just the window list.
I think it may have been exploiting the fact that panels will anchor to another anchored item in Gnome, while in XFCE it seems that all panels anchor to the edge, regardless of the presence of other panels.
Is there a way around this that would allow me to have two parallel panels running all the way across the top?

looking at the panel.xml, i'm going to say no.
but just because your using xfce4 doesn't mean you can't use other panels.

press alt+f2
killall xfce4-panel
press alt+f2
gnome-panel
