9.04 Desktop screw up

I always forget the names for the parts of the "desktop". What seems to have been happening since upgrading to 9.04 is
a. top strip vanishes
b. as shown in the attachment the bottom strip is bonkers. Am seeing File Edit View History Bookmarks Tools.

This may have been covered already but I can't think of an appropriate search term.

[Update: I changed system >preferences> appearance> Visual Effects> None and it has returned to normal.

hmm. running without visual fx and it's fine.

the memory and cpu are low but it should run fine.

It's probably your graphics drivers or lack of graphics power.

As it works with effects off it would seem your monitor is probably ok.
