Using Jack to route sound from mic to some LADSPA plugin comes to mind.. But setting that up just for playing with speech might be too much of trouble :D

So, I did a search with google and found you these:

Zerius Vocoder (http://www.epiphyte.ca/code/vocoder.html) - Vocoders create cool speech effects, you might be able to compile this one.
http://www.tml.tkk.fi/~tilmonen/mustajuuri/index.html - This one looks a bit comlicated for your needs, but it supports realtime audio processing and LADSPA plugins..
http://www.linux.org/apps/AppId_7032.html - this is actually a guitar effects program, but it looks fairly simple, and sure will help you to distort your voice :D
