Well packagekit is supposed to improve package management by having one standard package manager (though not one standard package installer format like just .deb or .rpm)
Right now there are quite a number of different package managers, each one with its own look and layout.
So in hopes of making package installation simular in each linux variant we have Packagekit.
But yeh it seems right now packagekit in Ubuntu is not so good, I tried it in Fedora and its a little better (though with fedoras small package list compared to ubuntus its hard to say)
