Repair Ubunto installation

Something has gone wrong with my Ubuntu server 9.04 installation. I've tried to get help, but it seems difficult to fix.

Is there a way to repair my Ubuntu server to get it back to the original state after installation??

Would a full reinstall with format not do? You can boot from the CD and choose to reinstall without removing files also.

I have installed/built a Joomla website and would very much perserve it. Will a full install without removing files restore default configuration settings and keep my joomla website?
