Firefox does not correct spelling

Firefox outlines mis-spelled words but does not suggest any to correct the mis-spelling. I have gone to about:config several times to fix the problem by changing the spell integer from 1 to 2. It works until the next Firefox restart and it reverts back to 1.
Any ideas?
