Is there a way to edit the lower level settings in ubuntu? like specific hardware settings?

everything you need is in system>administration most of anything else will be found in the program for the hardware i.e. nvidia server manager or what ever you need

If you want a gui representation of your hardware, try lshw-gtk you can find it using Synaptic Package Manager or just click the link.
